Position Summary
The function of the Buyer, Technical Projects is to source and procure goods/services for technical marine and/or projects. Receive requests from content owners/shipboard or shoreside customers and validate specifications/requirements. Seek and offer alternatives for cost savings and timely delivery of goods/services. The incumbent is responsible for processing high volume of orders depending on scope assigned.
Essential Duties & Responsibilities
- Receive requisitions for goods/services and clarify needs with requestor. Source and negotiate specified requirements or seek alternatives from a variety of usual and unusual sources to resolve issues.
- Make procurement decision and recommendations based on price, availability, transportation and delivery schedule.
- Provide recommendations and analysis of proposed cost savings solutions for customer and management selection.
- Liaise with shipboard and/or shoreside personnel, suppliers and logistics to ensure proper ordering and timely delivery of good and services to operational vessels or projects without interruption.
- Monitor supplier performance to ensure consistent service, high quality and low costs of goods/services, and addresses deviations with management.
- Process emergency orders for goods/services required for compliance with USPH and USCG. Obtains all necessary approvals and completes required transportation forms in a timely manner to meet the operational/project needs.
- Process contract orders in accordance to established terms and conditions.
- Responsible for researching and resolving issues including delivery failures, delivery discrepancies and invoices in disputes.
- Responsible for meeting with customers regularly to provide status updates on open orders.
- May travel to visit ships, suppliers or project site for loadings, audits, etc.
- Perform assigned duties in accordance to company’s guidelines and policies, and delivers department’s goals and objectives.

Financial Responsibilities
- $25,000 expenditure limit per order
Job Requirements
Qualifications
- Associate degree or equivalent required, Bachelor’s degree or equivalent preferred.
- 3-5 years of procurement experience.
- Hotel/Refub experience.
Knowledge and Skills
- Ability to work in a fast paced environment with multiple projects and priorities.
- Strong interpersonal skills and ability to communicate in a multicultural environment with all levels of employees and management.
- Proficient with Microsoft Office products.
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- JDE, MLS, and deployment schedule experience is preferred.
Physical Demands

Visual requirement include distant, close and color vision, and ability to adjust focus
Work Environment
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The environment includes work inside/outside the office, travel to other offices, possibly travel domestic and international, and work in shipboard functions. A high noise level is possible if visiting shipboard or offsite locations.
