Job Description

The Contract Specialist position will be responsible for supporting CP Contract Specialist activities specific to Scotford, CP Site Projects and will report to the CP Site Project Lead.

Value

  • Develop commercially competitive contracting & procurement strategies per project and recognize opportunities to consolidate multiple project strategies, forecast demand, and yearly outlooks into wider category strategies across the portfolio to deliver the most competitive projects. These strategies are to meet the Business Demand while considering the potential implementation of Global Strategies at the local/regional level.
  • Conduct tenders, evaluate bids & drive negotiations with Suppliers in accordance to the CMCP while managing expectations related to meeting project timelines and TCO drivers.
  • Ensure delivery & effectively manage contracts while continuously driving value improvement targets and process efficiency.
  • Identify, develop & implement supply chain improvement opportunities.

Health, Security, Safety, Environment

  • Ensure Supply Chain Strategy supports Goal Zero Aspiration through the implementation of robust Contractor Safety Management practices and alignment to Shell’s personal and process safety Goal Zero focus areas.
  • Implementation of Contractor HSSE practices in close liaison with Contract Managers/Holders and Owners

Business Interface

  • Proactively identify & understand commercial/procurement needs from internal stakeholders (Shell Business) and collaboratively propose competitive solutions. This may involve constructively challenging the Business Demand &/or Procurement Practices in order to drive value and efficiency for the organization.

Supplier Interface

  • Manage Supplier Relationship effectively and collaboratively drive continuous performance improvement via relevant contract key metrics (Eg: HSSE, Operations, Cost). This would involve constructively challenging the Suppliers in terms of contract delivery and performance as well.
    Build and maintain a strong network in the market, being fully aware of supplier developments and opportunities coming up in the market.

CP Interface

  • Ensure strong connect across the wider CP Organization (Eg: Sarnia Manufacturing, US Manufacturing locations) to ensure continuous cross-sharing and leverage of best practices.
  • Ensure collaborative ways of working with the Regional Category Team (only relevant for certain spend categories).
  • This role will make extensive use of CP Operations and EPMS resources, who will execute part of the CP delivery work. Even though this role does not hold line authority over these resources, it remains accountable for the performance of CP, overall, across opportunities where they are involved. Maintaining, motivating and creating insight into performance of CP Operations and EPMS resources will thus be critical.

 People

  • Builds effective working relationships with others and makes a constructive contribution within the immediate team.

Process

  • Ensure application of the E2E CMCP process, using commercial judgment, common sense, and a simplification mindset, understanding the difference between non-negotiable compliance elements (Safety, Governance, E&C, Code of Conduct, Law) and CP operating practices, while always keeping enterprise business value in focus.

Requirements

  • Degree level in Business or Engineering
  • Minimum of 5 years experience related in Contracts and Procurement
  • Experience working in Industrial, Manufacturing, Oil and Gas industries 
  • Proven track record of execution excellence & delivering results.
  • MCIPS (Chartered Institute of Procurement & Supply), SCMP Qualification or equivalent would be preferred but not mandatory.
  • Understanding of the ORS and project-specific functional support in project progression (stage gates, project planning, estimating, scheduling and cost control).
  • Good understanding of strategic, technical, legal, finance, taxation and commercial issues.
