Summary/Objective

Puma Biotechnology is committed to hiring an experienced Medical Affairs (MA) Executive who is recognized for excellence in Health Economics and Outcomes Research (HEOR).  As an integral member of the MA Leadership Team, the Director HEOR will be responsible for the development and implementation of scientifically-robust evidence generation activities. The successful candidate will ensure quality and continuity of health outcomes activity, developing research strategies to support data needs and to establish the value of products for access, pricing and reimbursement.  He/she will also provide data and rationale to differentiate Puma Biotechnology products from the competition.  The Director HEOR will interact with a number of groups, which include Clinical Research, Regulatory, Pharmacovigilance, Medical Education & Strategic Alliances, Medical Information and Commercial counterparts. The Director HEOR will report directly to the Senior Director, Health Economics.

Essential Functions

  • Identify, integrate and/or develop valid clinical outcome assessment measurements for use in clinical programs
  • Design and execute unique product-specific strategies to demonstrate product value and support pricing and reimbursement commercialization activities
  • Develop customer-focused economic models to:
    • Assist customers to understand appropriate use and support technology adoption for new product introductions
    • Demonstrate economic benefits/ consequences based on clinical performance and budget impact of treatment choices and patterns
  • Evaluate and enhance scientific robustness of study protocol, study execution, and reporting
  • Ensure appropriate economic and outcomes endpoints are integrated into clinical trials
  • Manage the integration of economic and quality of life parameters into clinical studies
  • Assist in the management of generating evidence resulting in publications that demonstrate the value of products developed by Puma Biotechnology
  • Monitor US and Global payment policies and information requirements to recommend best course of action to maintain or improve reimbursement levels and develop robust value story
  • Assure compliance with evidence-based medicine and sound principles for economic and patient reported outcomes assessments
  • Stimulate innovation in reimbursement and health economics through identification and communication of significant US and Global unmet needs/opportunities
  • Other responsibilities may be assigned and not all responsibilities listed may be assigned

Competencies

  • Align the methods and focus of economic evaluations with appropriate stakeholders (payers, patients, healthcare professionals, societies)
  • Understand the different types of economic evaluations and outcomes; including the role of patient-reported outcomes and QALY’s
  • Demonstrated expertise in reimbursement and healthcare economics
  • Strategic thinker and implementer
  • Track record of success and a strong technical background in health economics or health services research
  • Proficiency in the economic evaluation of healthcare interventions, including determination of the value of interventions (current and proposed)
  • Proven ability to perform successfully under stringent timelines and with competing priorities
  • Possess in-depth knowledge of:
    • Reimbursement and health economics
    • Outcomes research, economic modeling
    • Specialty market development programs/product
    • Payer systems
    • Policy issues and management
    • Technology assessment (companies guidelines)
    • Global health authorities
    • Coverage and policy
  • Excellent oral and written communication skills and interpersonal skills (including strong demonstration of ability to network and collaborate with others)
  • Knowledge and understanding of disease management and upcoming trends
  • Knowledge of information technology systems supporting MA activities
  • Knowledge of competitive products and their application
  • Possess strong business acumen and financial skills; budget management experience is required
  • Ability to respond appropriately to needs of key stakeholders and manage expectations
  • Excellent project management skills and follow through
  • Demonstrated ability to excel in smaller entrepreneurial organizations
  • Excellent computer skills:Excel, Word, PowerPoint, etc.

Required Education & Experience

  • Education
    • Advanced degree in life sciences (e.g. MD, PhD, Pharm D, etc.) and/or health economics
    • PhD preferred

Additional Eligibility Qualifications

  • Experience
    • Health economics or related field: > five years
      • Strong focus on economic value analysis and strategy development
      • Pricing/reimbursement in biotechnology/pharmaceutical companies
      • Demonstrated understanding of the health care environment and the legal issues affecting the health care industry
    • Oncology HEOR experience is a must
    • Oncology Product Launch HEOR experience highly desirable
    • Breast Cancer HEOR expertise is a plus

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position regularly requires long hours and may require weekend work.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Travel may be required (up to 20 %).
