Job Description:
The United States European Command (EUCOM), Headquartered in Stuttgart, GE, requires contractor professional services to support its diverse mission, including planning, and when directed, executing warfighting operations. Raytheon requires a dynamic, experienced leader to manage a critical task on a large (200+ FTE) program supporting EUCOM’s diverse mission set for one of the nation’s premier military organizations.

EUCOM prepares ready forces, ensures strategic access, deters conflict, enables the North Atlantic Treaty Organization (NATO) Alliance, strengthens partnerships, and counters transnational threats in order to protect and defend the United States.

The Military Planning task supports planning for a variety of functions, including operations planning and exercise support. The Military Senior Planner will, in accordance with government policy, priorities and direction, support military analysts and planners to analyze threat capabilities and courses of action; US and allied capabilities, vulnerabilities and dependencies; operational requirements; command and control relationships, processes and systems; government policy and processes; and other mission-critical issues and factors in order to protect and optimize US capabilities and response options. The Planner will integrate information from a wide variety of sources to optimize existing plans and develop new plans to meet operational requirements. The planner will support exercise planning and synchronization as directed, assess the effectiveness of exercises and incorporate lessons learned for future exercises.

The Military Senior Planner shall perform the following functions:

a. Research, analyze and report on US, allied and potential adversary capabilities, vulnerabilities and dependencies.
b. Analyze operational requirements and schedules in OPLANs, CONPLANs and other planning documents to identify adversary centers of gravity, courses of action and other key planning elements. Conduct gap analyses on US and allied capabilities, policies and processes and recommend solutions to close gaps to optimize operational capabilities.
c. Integrate information from assessments, lessons learned and other sources to optimize existing military plans and develop new plans.
d. Support joint and multi-national exercises to test capabilities across the AOR. Ensure proper planning and synchronization of all exercise elements. Collect and evaluate lessons learned, making recommendations to enhance future exercises.
e. Coordinate and collaborate with government officials and contractors in EUCOM headquarters and other organizations to support the integration and synchronization of operations research and analysis.
f. Ensure the quality of all services and deliverables across the contract. Ensure high customer satisfaction with all key performance metrics.
g. Ensure compliance with all government and corporate policies.
h. Institute and maintain industry best-practice standards, processes, and methodologies.

Required Skills: 
– Active TS/SCI clearance.
– MA/MS degree.
– 10+ years of overall experience, including at least 5 years of military planning. 6 years of relevant experience may be substituted for a MA/MS degree for a total of 16+ years overall experience. An additional 6 years of experience may be substituted for a BA/BS degree, for a total of 22+ years of overall experience.
– Recent (last 5 years) experience conducting military operational planning.
– Formal Service or joint training in military planning, e.g., the Joint Advanced Warfighting School (JAWS), Joint Interagency Multinational Planner’s Course, Joint Information Operations Planner’s Course (JIOPC), etc.

Desired Skills: 
– Experience supporting EUCOM, its components, or NATO as an analyst or planner.
– Experience supporting another Combatant Command, service component or the Joint Chiefs of Staff in a similar role.
– Knowledge and experience of US and allied capabilities in one or more of the following areas: integrated air and missile defense (IAMD), information operations (IO), logistics, offensive and defensive cyber operations (OCO and DCO), exercises, operational plans.
